The CPCS scheme requires employers to confirm the competence of their operators and that the information in their logbook is correct. These two roles are undertaken by an Endorser and a Validator, and in some cases these can actually be carried out by one person.
The Endorser will usually be the person who allocates the operator’s work. The Endorser signs a section of the operator’s logbook to confirm that they are competent in each relevant category of plant.
The Validator is someone at a higher level within the employer organisation who can verify the Endorser’s confirmation and that the information in the operator’s logbook is correct. This confirms that the employer is confident that the operator is competent on the relevant category of plant.
The criteria for these roles are as follows…
The Endorser must be:
- A member of the organisation that employs the cardholder
- Employed in a supervisory role
- Have an understanding of the working capabilities of the item(s) of plant being endorsed
The Validator must be:
- A member of the organisation that employs the cardholder
- Employed in a managerial position within that organisation and approved for the purpose by a senior manager of that organisation
- Able to access information confirming work undertaken by the cardholder

Remember that if the Endorser also meets the criteria to be a Validator, they could carry out both roles.
